What happens during a government shutdown? The government gets funded by laws that must go through Congress. Congress failed to pass a new government funding law before the old law expired. Disputes over a number of governmental policies caused inhibited Congress from reaching a resolution. DACA and other immigration policies were at the heart of the issue.
