CARTOON: Army Corps of Engineers’ Harvey recovery dreamboard

The Army Corps of Engineers announced their $5 billion budget for the city of Houston’s recovery from Hurricane Harvey July 5, 2018. In the process of allocating the funds to flood mitigation projects, engineers proposed a variety of uses for the funds. Some of those early suggestions are pictured here on the office dry-erase board.
